Purpose & Policy
The City of Ashland website is an online information and municipality service (the “City Website”) containing information provided by the City of Ashland and other sources. Use of the City Website is governed by the terms and conditions of this Agreement. Please read this Agreement carefully before accessing or using the City Website. Throughout this Agreement, the City of Ashland is referred to as “we” or “us” or “City.”
The purpose of the City Website is to provide the public with convenient and efficient access to information about Ashland agencies, programs and services.
In order to provide the user with information about city services, cultural, educational and recreational activities in the City, the City Website may contain links to other Web or computer sites that are not owned, regularly reviewed, or controlled by the City. The City Website does not provide direct links to external sites that are strictly political or religious in nature. The City Website is not intended to function as a public forum. The provision of these links should not be construed as an endorsement or sponsorship of these external websites, their content, or their hosts. The City specifically disavows legal responsibility for what a user may find on another site, or for the personal opinions of individuals posted on any site, whether or not operated by the City. The views and opinions of the authors of documents published on or linked to the City Website do not necessarily state or reflect the opinion, policy, or position of the City.
You understand and agree that we cannot and do not warrant or guarantee that files available for downloading through the City Website will be free of infections or viruses, worms, Trojan horses, or other code that contains contaminating or destructive properties. You understand and agree that you are solely responsible for implementing sufficient precautions, procedures, and checkpoints to satisfy your own requirements for the accuracy of data input and output, protection from contaminating or destructive code, and for maintaining a means external to the City Website for the reconstruction of any lost data. We do not assume any responsibility for the loss of any information, data, or other materials resulting from your use of the City Website.
By accessing or using the City Website, you agree to be bound by all of the terms and conditions of this Agreement. This Agreement is intended to be fully effective and binding upon you and us.
We may modify this Agreement at any time, and you agree that such modifications will be effective immediately upon posting of the modified Agreement on the City Website. You agree to review the Agreement posted on the City Website each time you use the City Website so that you are aware of any modifications made to this Agreement. By accessing or using the City Website, you agree to be bound by all of the terms and conditions of the Agreement as posted on the City Website at the time of your access or use.
Privacy Statement
This portion of the Agreement describes how we collect information from you or about you, why we collect this information, how we will use or disclose this information and how you can update or delete personally identifiable information collected about you from our records. In addition, this portion of the Agreement sets forth our general policies on security.
All City computer systems are subject to monitoring at all times to assure proper functioning of the systems, to provide security for the computer system’s operation and the information contained therein, to prevent unauthorized use, and to deter and investigate violations of law. There is no reasonable expectation of privacy in the use of this public computer system and the City Website. If you send the City email that contains personally identifiable information, we will use the information to respond to you. The City may also forward that email to another government agency. Certain email may constitute a public record and be subject to disclosure under state law. When you link to another website, you are subject to the privacy policy of the new site.
A) IP Addresses
There are several types of information we collect. For all visitors to the City Website, we collect and log your IP address. An IP address is a number automatically assigned to your computer whenever you access the Internet. IP addresses allow computers and servers to recognize and communicate with one another. We collect IP address information to properly administer our system and to gather aggregate information on visitors to our site and how our site is being used, including the pages visitors are viewing. This aggregate information is not shared with advertisers, sponsors, or other commercial businesses. To maintain your anonymity, we do not associate IP addresses with records containing personal information. We will use IP address information, however, to personally identify you in order to enforce our legal rights or when required to do so by law enforcement authorities.
B) Cookies
We may from time to time make use of “cookies,” in the browser file of your computer’s hard drive to allow for personalization activities or to measure repeat visitors. We do usually collect the domain name of the server from which you are visiting. This can provide us with information relating to the sources of our traffic. Collecting this information does not allow us to personally identify you.
C) Email Communications, Newsletters & Related Services
The City Website provides you with the opportunity to receive communications from us and/or third parties. Once you have decided to receive such communications, you may later decide to stop receiving them. To stop receiving communications, you may contact us if an unsubscribe feature is not immediately available.
D) Information for E-Payment Transactions
Some areas of the City Website may allow you to conduct e-payment transactions. In connection with these transactions, we collect data necessary to complete the transaction and that is furnished by you. This information may be furnished to a third party in order to facilitate the transaction. All e-payment transactions are facilitated by a City contracted third party vendor.
E) Aggregate Information
We may use general traffic, site usage, and length of stay information in reports to consultants and firms with which we have a business relationship. This sort of information is shared only on an aggregated basis and does not personally identify you.
F) Children’s Privacy
The City Website is intended for adults age 18 and over. It is not intended for or designed to attract persons under the age of 18. We do not permit registration by, nor do we collect personally identifiable information from, any person we actually know to be under the age of 18.
G) Other Sites
Our privacy policies apply only to your use of the City Website. The City Website contains links to other sites, including sites that may indicate a special relationship with us. While we do not disclose personably identifiable information to those operating these linked sites, we are not responsible for the privacy practices of such other sites. You should read the privacy policies of each site you visit to determine what information that site may be collecting about you.
H) Changes to Our Privacy & Security Policies
Just as with the other terms and conditions of this Agreement, we may change the terms and conditions of our Privacy Policies at any time by posting revisions on the City Website. You agree to review the Privacy Policies portions of this Agreement each time you use the City Website so that you are aware of any modifications made to these policies. By accessing or using the City Website, you agree to be bound by all of the terms and conditions of the Agreement as posted on the City Website at the time of your access or use, including the Privacy Policies then in effect.
I) How to Update or Delete Personally Identifiable Information
We do not currently collect any personally identifiable information other than the information needed for any web form inquiries and the collection of your email if you have subscribed to our mailing list / newsletters. Unsubscribing from our free email newsletters will remove your email from our newsletter database. You can also contact the City Clerk’s office 715-682-7071) directly and ask to later have your information removed from any list you signed up for.
